Pierre Skopman will man the loosehead prop and Ewan Ashman will man the hooker, while Murphy Walker, with just three caps under his belt, will be given the chance to try his hand at tighthead.
Elliot Miller-Mills, Max Williamson, Luke Crosby, Rory Sutherland, Robbie Smith, Ross Thompson, Jamie Dobbie and Matt Curry were all named as substitutes for the game in Canada last weekend.
Scotland began their summer tour against Canada last weekend and, after their game against the USA, Townsend’s side face Chile (July 20) and Uruguay (July 27), both of which will be broadcast live on BBC Scotland and iPlayer.
Scotland last faced the United States in 2018, when a team featuring Stuart Hogg, Blair Kinghorn, Hastings, Xander and Matt Fagerson lost 30-29 in Houston.
