Prosecutors announced Tuesday that Rudacuvana had been charged with producing ricin, a biological toxin, in violation of Britain’s Biological Weapons Act.
He is also accused of possessing al Qaeda training manuals in violation of anti-terrorism laws.
He is due to appear at Westminster Magistrates’ Court on Wednesday.
Sarah Hammond, from the CPS, said: “Axel Rudakubana already faces three charges of murder, ten charges of attempted murder and one charge of possession of a knife. “They all relate to an incident that occurred on Hart Street, Southport.”
“The two further offenses relate to evidence obtained by Merseyside Police during a search of Axel Rudakubana’s home address as part of a lengthy and complex investigation following the events of July 29.”

Merseyside Police Chief Constable Serena Kennedy said the killings of the three girls in July were not being treated as an incident of terrorism. Police and officials are urging the public not to speculate about criminal charges or Rudacuvana’s motives.
