The opening paragraph of the Hamas-backed draft agreement declares that “military operations between the two parties should be temporarily suspended.” This is usually not a problem. It will take six weeks for people to be released, Israeli troops to withdraw from some areas, and displaced Gazans to return to whatever remains of their homes.
