The European Union Aviation Safety Agency (EASA) announced: Notice of Proposed Amendment (NPA) 2024-06 Consults aviation stakeholders and the public on draft proposals for the initial and ongoing airworthiness of certified unmanned aircraft systems (UAS). EASA proposes amendments to the existing acceptable means of compliance and guidance materials (AMC and GM) for the UAS Regulation and Part 21, as well as new AMCs and GMs for the newly published Regulation (EU) 2024/1107.
(EU) 2024/1109 is based on EASA Opinion 03/2023.
The purpose of the draft proposal is to:
- Ensures a high and consistent level of safety for UAS that are certified and operate in ‘specific’ categories.
- Provides guidance to competent authorities in EU Member States on the application of UAS regulations.
- Supports implementation of a new regulatory framework applicable to UAS.
- Help affected stakeholders understand the nature of the new regulatory framework.
- Describe the new features of unmanned aerial vehicles compared to manned aircraft.
Regulations (EU) 2024/1107 and (EU) 2024/1109 were published in May 2023, following the publication of EASA Opinion No 03/2023 in August 2023. Opinion No 03/2023 contains regulatory material on the airworthiness and certification of UAS, including vertical take-off and landing (VTOL) aircraft and air taxis. The associated NPA 2024-01, containing the draft AMC and GM for VTOL capable aircraft, was published in January 2024. This NPA is one of the further steps of this regulation task (RMT.0230) and will be finalised when the final AMC and GM are published, subject to the relevant Executive Director’s decision.
